V.B., in most circumstances, balconies are either common or limited common elements of the association. As such, it is typically the responsibility for the association to maintain and repair the balconies. There are exceptions and you should review your condo association’s governing documents to determine if your association is one of the few who assign the repair and upkeep to the unit owners. While you are reviewing your governing documents, take a look at the section on election and/or appointment of Board Members. Most condo and HOAs allow for seated Board Members to fill vacant seats on the Board through appointment. If that is what was done at your condo, then my guess is that the Board had the power to appoint the new Board members as per the authority granted to them by your governing documents. All the best!
