S.G., there are several valid reasons that the association wants and needs your car information. The only way they can compel you and fellow residents to provide the information in a timely manner is to create a penalty if you don’t. You didn’t provide the information in timely fashion so now you are fined for not doing so. This is not uncommon at all.
