You need to refer to your condo governance documents (many were written before email was prevalent so they say nothing about it) and your state laws on community associations. Many have adopted email as a valid method of allowing votes provided the email records are kept as association records and the results of any votes held between Board meetings are properly documented in the Minutes of the next meeting, As long as that protocol is being followed and no laws are being broken, it is entirely likely that the Board can vote on issues via email between Board meetings.
